The fuel constraint dominates at scale
Every added unit adds helium-3 demand, and one commercial unit already needs ~400× domestic supply. A fleet is therefore only conceivable with a fuel supply that scales — breeder-bred helium-3 domestically and, for true fleet scale, lunar helium-3. Scalability of the machines is meaningless without scalability of the fuel.
The honest scaling picture: the engineering benefits of a fleet are real and reinforce resilience, but the binding constraint is fuel supply. Scaling resilient sovereign power is as much a fuel-production programme (breeder, then lunar) as a machine-manufacturing programme — which is why the breeder is the foundation of the whole strategy.

But every added unit adds helium-3 demand on top of a per-unit requirement already ~400× domestic supply, so fleet scale is inconceivable without a fuel supply that scales — breeder-bred, then lunar. Scaling the machines is meaningless without scaling the fuel.
