The refuelling task is small in mass but demanding in assurance: the fuel is scarce, valuable, and subject to accountancy and safeguards. It also depends entirely on the sovereign supply pathway existing, given the ~400× supply gate. In a contested environment the chain is easier to protect than a fuel convoy — fewer, smaller movements — but it is not zero, and it must be secured.
