The Capacity Value Of Firm Generation
Capacity value measures how much a resource contributes to meeting the peak; firm generation typically carries the highest value per megawatt.
Contribution to the peak
Planners assign each resource a capacity credit, or effective load-carrying capability, that reflects how much it reduces the risk of shortfall at peak. A resource that is reliably present when the system is tight earns close to its full nameplate; a weather-dependent one earns a fraction. Firm dispatchable plants therefore anchor resource-adequacy plans.
The burner (MetroVolt) is designed to earn high capacity credit because it is not weather-dependent. Its credit is set instead by its forced-outage rate and maintenance schedule, the same terms that govern any thermal or nuclear unit.
Availability sets the credit
A resource cannot earn credit it is not available to deliver. The design-stage availability of 0.86 to 0.995 means MetroVolt's capacity credit, while high relative to variable resources, is capped below what a Tier III load expects from a single source (0.99982). Fleet redundancy raises the effective credit above any one unit.
