Responsibility and Dual-Use
A machine that produces neutrons and tritium carries obligations; we state the safeguards mindset plainly and without evasion.
Why dual-use has to be addressed
The breeder (Hyperion) produces 14 MeV neutrons and tritium. Neutrons can transmute materials and tritium is a controlled substance. A technology with these outputs sits near questions of proliferation, safety, and security, and a serious program addresses them directly rather than hoping they go unnoticed.
We state the intent clearly: this is an energy and isotope program, not a weapons program. But intent is not a safeguard. The safeguard is design, accounting, regulation, and openness — the same discipline that governs any facility handling nuclear materials. Fusion's proliferation profile differs from fission's, but it is not zero, and we do not describe it as zero.
What responsible handling requires
- Rigorous material accounting for tritium and any bred isotopes
- Regulatory engagement appropriate to byproduct materials
- Physical and cyber security for facilities and materials
- Transparency about outputs so oversight is possible
Openness cuts both ways here, and we take it seriously. We publish physics and design, not operational details that would aid misuse. The open-science flywheel is about verifiability of scientific claims, bounded by responsibility about sensitive specifics. Candor about capability does not mean a manual for harm.
The honest caveat
These obligations attach to machines that are not yet built, but the mindset has to be present from the design stage, not retrofitted after. Naming dual-use honestly — rather than waving it away — is part of what it means to build a nuclear-adjacent technology responsibly. See the weight of the claim.
