Water Withdrawal vs Consumption
Withdrawal is water taken and largely returned; consumption is water permanently lost. Confusing the two hides where the real scarcity impact lies.
Two very different numbers
Withdrawal is the volume of water a plant removes from a source. Much of it may be returned, warmer, as with once-through cooling. Consumption is the volume permanently removed from the local system, mostly evaporated. A river cares about both, but a stressed basin's long-term availability is governed by consumption.
How cooling choices trade them
- Once-through: very high withdrawal, low consumption
- Wet tower: low withdrawal, high consumption
- Dry cooling: negligible of both
- The burner: negligible of both, without the efficiency penalty a steam plant pays for dry cooling
Why the distinction matters for the water story
Marketing sometimes cites low withdrawal to imply low impact, or low consumption to imply the same, choosing whichever number flatters. An honest account reports both. The burner's advantage holds on both measures at once, because it has no bulk intake and no evaporative loss, and it holds without trading away generating efficiency.
Definitions to carry forward
Throughout this section, when we compare the burner to thermal plants we mean consumed water unless stated otherwise, because that is the quantity that depletes drought-stressed basins. Withdrawal is noted where intake infrastructure and aquatic impacts are the point.
