Setting the deuterium reservoir against global energy demand shows why the supply is described as effectively unlimited.
Two very different scales
Global energy demand, though large, is finite and measurable. The deuterium inventory of the ocean, multiplied by the energy density of fusion, is so much larger that the two quantities live on different scales entirely. Dividing the reservoir by demand yields a supply horizon measured in geological time.
Why 'effectively unlimited' is the honest phrase
Nothing physical is truly infinite, so the careful phrasing is 'effectively unlimited': the reservoir is finite but so vast, relative to demand, that depletion is not a meaningful concern on any human or civilizational timescale. Even large growth in demand does not change this conclusion, because the gap in scale is so wide.

The care taken with the phrase effectively unlimited is deliberate. Nothing physical is truly infinite, so the claim is stated as a comparison of scales: the reservoir exceeds demand by so many orders of magnitude that depletion is not a meaningful concern on any timescale a civilization would plan around. Stating it precisely is stronger than overclaiming, and it survives even aggressive assumptions about future demand growth.
