Safeguards exist to build confidence

International safeguards, administered through the IAEA, exist to give the world confidence that nuclear materials and technologies are used for declared, peaceful purposes. Although fusion does not use fissile fuel, a facility that produces tritium and handles 14 MeV neutrons operates in a domain where transparency and accountancy matter.

Design for transparency

Conservative, public posture

Kronos speaks about safeguards only at the level of principle and public design intent. It does not discuss classified matters, weapons-relevant detail, or the specifics of any state's obligations. The posture is straightforward: build for transparency, keep civilian purpose primary, and make the facility's material flows accountable by design. This is consistent with the broader nonproliferation commitment described elsewhere in this category.

Safeguards readiness is treated like any other readiness dimension — designed in from the start and verified, not assumed.
