A nation that can set the rate, quality, and schedule of its strategic isotopes at home is free to use external supply as a choice rather than out of necessity. That freedom is what insulates critical functions from export decisions and geopolitical shifts. The breeder is studied to provide such an option across all three isotopes, so that domestic capability underwrites resilience while leaving room for cooperation where it is advantageous — a posture of control, not isolation.
