Insulation from external decisions

The core benefit of import independence is insulation from decisions made outside national control. Export policies can change, foreign production schedules can slip, and geopolitical shifts can interrupt supply — none of which a stockpile alone fully addresses for scarce or decaying isotopes. A dependable domestic source turns external supply into an option rather than a requirement, so that a change abroad becomes a matter of preference rather than of exposure. The breeder is studied as that domestic option for all three isotopes, offered as a supply-security posture with no economic dimension. Independence in this sense is about preserving freedom of action, not about severing beneficial cooperation with partners.
