A plant breeding at least as much tritium as it burns.

Tritium self-sufficiency means the blanket breeds enough tritium (breeding ratio above 1 with margin) to sustain the plant without external supply. HYPERION's TBR of 1.8 is designed to achieve it while also exporting.
