Why do ASTM materials standards matter?

They define how the steels, copper alloys and other materials are specified, tested and certified, so that what is built matches what was analysed. Material qualification rests on them.

Do fusion materials need new standards?

Low-activation and irradiated-material behaviour extend existing standards, but the baseline specification and testing framework is established ASTM practice.
