A number expressing confinement relative to the standard H-mode scaling.

H98 compares a plasma's energy confinement to the ITER IPB98(y,2) scaling; H98 = 1 is standard H-mode. HYPERION's assumption of H98 = 1.0 is deliberately at standard performance, not beyond it.
